Kilburn Square Residents’ Landscape and Play Exhibition and consultation

Kilburn Square Design proposal – Outcome of consultation on design option A & E

In October last year we held two design events to present five outline design options to you, all with reduced height and had fewer new homes.  The team listened to what people liked and didn’t like about the five options and residents who came to the workshops chose two designs, option A and option E, for further development by the team.

In November we presented more detailed designs of the two preferred options. We provided further opportunities for you to talk to us about the design proposals during November and December and in January 2022.

Overall, 81 (30%) households provided feedback. 
38 households expressed a preference for option E 
26 households said they preferred option A. 
Six said either option and 10 said neither. 
One response said they wanted a mix of both A and E.

November 2021, Drop-in sessions

October 2021, Drop-in sessions

July 2021, Source Partnership engagement

Your independent advisors, Source Partnership, knocked on every door on the estate at least twice during July and spoken to 153 residents (61.7%). At each visit, a flyer containing a QR code for residents to give their views online was posted through the doors. In total, 133 residents gave their views (54.1%).

The key findings are as follows:

• Most respondents (80.99%) had heard something about the proposals
• Newsletters and leaflets are the most popular methods of getting information
• A good proportion of residents (almost all) believe they have very little influence over the end result
• 5 households told us they were overcrowded and some people understood that overcrowded households would benefit from the proposals
• 13 respondents are supportive of new homes being built, 24 stated they were neutral or uninterested and 95 stated they are opposed to the proposals - there were extensive comments from 93 respondents
• The most common reasons for opposition are loss of amenity space, moving play space and parking close to existing homes, feeling of increased density, loss of views and fears that proposals will increase anti-social behaviour
• Key suggestions for improvements to Kilburn Square were around community safety, quality of refurbishment work and parking.

July 2021, Feedback form

A feedback form was shared with those who live on and around Kilburn Square Estate to ask for people's thoughts on the design proposals.

The key findings are as follows:

• Most respondents (85%) said they do not live on the estate
• Just over half of the respondents (58%) said they had attended one of the virtual Zoom sessions to discuss the development proposals
• Around 100 people said they had concerns about the heights of the proposed buildings, car parking and open space and amenity proposals, including a loss of green space
• On the whole, respondents thought that proposals to protect the environment did not go far enough

April 2021, Estate exhibition

An exhibition was held in April 2021 to show residents the proposed designs for Kilburn Square, as shaped by their feedback and the results of Questionnaire 1. Residents were also invited to provide further feedback on the proposals.

Nearly 50 residents attended and below is a summary of what you told us:

Residents' aspirations

Residents were asked what their most important aspirations were for the estate. The highest response was safety and security (18) with car parking for existing residents (13) and maintaining and improving the landscape and green spaces (13) both second highest. Preserving sports facilities, diversifying play for children and outdoor gym equipment were also important (10).

Landscape and play

Residents told us the outdoor exercise equipment they would most like to use would be a leg push (4), hand bike (4) and calisthenics zone (4). They also said they would like to see a junior swing (6) and an anchor swing (5) in the play space, and that they would like to enjoy the proposed lower plaza by sitting on green open space. Finally, the majority of people also said for waste and recycling, they would like to see a closed bin with direct top access (10).

Safety improvements

Many residents said that the fully gated option would make them feel safer and some also stressed the importance of making sure the designs take into account accessibility for those with a disability or the elderly.

Parking

Generally, residents were happy with the parking proposals, and many agreed that having electric charging points was important. Some residents wanted to find out how visitors would be able to park, and said CCTV and gates would make them feel safer.

March 2021, Questionnaire 2

In March 2021 we sent a questionnaire to all households on the estate. A total of 52 residents responded, which is nearly 20% of all households. These are the key findings:

General amenities

• More than half of the residents who responded would like to see more raised flower beds (27).
• Most residents would like to see more seating (29), and the most popular choice for this to be located is the grassed areas (18), followed by the play area (12).
• The top choice for sporting and recreational activities is outdoor fitness activities (30), followed by seating (12) and a kickabout area (10).

Security options

• Residents would prefer the fully gated option (30).

Waste and recycling

• Residents feel there is enough general waste (40), dry recycling (31) and food waste bins (31).
• The majority of residents said the current location of the external bins was suitable (33), and eight felt it was unsuitable.
• When asked about improvements, residents want more recycling bins (17) and bins to be closer to blocks (14).

Children's equipped play

• Of the two options for a new sport and hard play zone, most residents (20) preferred option B which includes a half basketball court and football goal, a seating area and three pieces of active zone equipment.

We also sent out a questionnaire for children and young people, asking for their views on sport and play. We received responses from 13 young people aged 11-17 and eight children up to age 11. These are the key findings:

• When asked about the play area, both older and younger children favoured the junior swings and the multi-set.
• Both older and younger children thought the equipment was boring, and younger children did not like the hard surface.
• The priorities for most older children are places to play (9) and to feel safe (5) and younger children want to play sport and run around (4), places to ride (4) and to feel safe (4).

23 February 2021, Resident Panel 2

Your Resident Panel met with award-winning Landscape Design Service Groundwork to look at the existing play and amenity spaces on Kilburn Square Estate and the opportunities to improve these as part of the proposals.

February 2021, Questionnaire 1

In February 2021 we sent a questionnaire to all households living on Kilburn Square Estate. The questionnaire asked residents for their opinions on where they live, how they want to want receive information and for their feedback on the development proposals so far.

A total of 59 residents responded, which is 22% of households living on the estate. These households were a mix of council tenants (22), leaseholders (18) and private renters (3), with one household not stating their tenure type.

These are the key findings from the questionnaire:

Estate improvements

• There is a wide range of things people like about living on Kilburn Square Estate. The most popular are its location, access to the high street, travel links and landscaped areas.
• There are also many things residents would also like to see improved. The most frequently mentioned are safety and security, followed by green spaces.

Landscaping and play

• Landscaped areas are well used, with half of the residents saying they use them daily or weekly for a wide variety of activities.
• Residents want more sports facilities, which would encourage families to use the green spaces more often. In the next questionnaire, we will ask you some more detailed questions about two options for a Multi-Use Games Area.
• Residents see play areas for older children as a higher priority than play spaces for toddlers and teenagers.

Communications

• More than half of residents felt very or somewhat informed about the new proposals. However, 12 residents only felt a little informed, and nine did not feel informed at all.
• Most people have received information so far via the estate newsletter, which is delivered monthly to all households.
• In future, most residents (69%) would like to continue to be updated by post, with email updates (24%) and the council website (15%) the next most popular methods of communication.

25 January 2021, Resident Panel 1

Your Resident Panel met to look at the design process, the New Build proposals and Estate Masterplan.

Source Partnership has been appointed as your Independent Tenant and Leaseholder Advisor for the future of Kilburn Square Estate.

The appointment was made with the involvement of residents, who contributed to the contract brief and scored the bids alongside the council.

With over 30 years of experience in providing housing and regeneration advice, Source Partnership will work independently with the local community and the council to develop ideas that people want for the future of the estate.

Their role will be to:

• Help you understand and get the best outcome from the council’s proposals
• Support you to help shape details of proposals in partnership with the council and Network Homes
