Kilburn Healthy Neighbourbood

Making it safer and easier to walk, wheel and cycle in your area, restoring quieter streets and improving air quality

We want to make the Dyne Road area (between Willesden Lane and Kilburn High Road) safer for pedestrians and cyclists by reducing the traffic volume.

Our ‘Healthy Neighbourhood’ scheme aims to reduce the number of motor vehicles using residential roads in the Dyne Road area as shortcuts and rat runs. By doing so, residents and businesses will benefit from less traffic noise, cleaner air and safer streets, in particular, for children who walk and cycle to and from school.

What does the scheme involve

We are proposing to install a range of temporary measures across five different locations. This includes:

  • cameras on Dyne Road
  • no entry signs and planters on Plympton Road, Torbay Road and Buckley Road
  • one-way streets with contraflow cycle lanes to be introduced on Buckley Road (between Kilburn High Road and Streatley Road) and on Burton Road.

About the design of proposed scheme

The proposed scheme is the result of feedback received from a wide range of resident engagement and collaboration activities, carried out during the last two years.

In 2021, doorstep surveys were conducted with residents of Kilburn High Road and Willesden Lane (the Dyne Road area). The results showed there was a healthy level of support for the council to take action to reduce through traffic and late-night motorbike deliveries.

Last year, we commissioned Living Streets and Arup to undertake further activities with residents that would help us shape the design of a traffic scheme that has public support. 410 people responded to these activities. The key themes were:

  • Too much cut-through traffic, often driving dangerously
  • Speeding traffic and road safety concerns
  • Specific problems with delivery mopeds
  • Particular periods of the day were worse than others
  • Noise and disturbance at night
  • Some roads were affected by traffic more than others
  • High levels of cycling (57% cycle) and safer cycling routes welcomed
  • Drug dealing and usage prevalent in the area
  • Littering from cars
  • More street trees and greenery welcomed

Following the consultation

Subject to the outcome of the consultation, the proposed measures will be in place on a trial basis for up to 18-months under an Experimental Traffic Order, starting from Spring 2024.

During the trial, we will continue to gather traffic and air quality data to monitor the impact of the scheme. We will also collect feedback from residents, businesses and stakeholders to help us decide whether or not to make modifications to the proposal or to make the scheme permanent.

Frequently asked questions

What is an Experimental Traffic Order?

Experimental Traffic Orders (ETOs) enable the Council to implement the scheme on a trial basis, and is a legal document that imposes traffic and parking restrictions. Unlike a Traffic Regulation Order an ETO can only stay in force for a maximum of 18 months while the effects are monitored and assessed. The benefit of an ETRO is that it gives the community the opportunity to experience the proposed restrictions rather than asking them to comment on something that is theoretical without the commitment of it necessarily being permanent.

Schemes installed using experimental orders are subject to a requirement for ongoing consultation for 6 months once in place. Members of the public can comment and make formal objections within the first 6 months of the trial from the first day of an ETO comes into force. Changes can be made during the first six months of the experimental period to any of the restrictions (except charges) if necessary, before the council decides whether or not to continue with the changes brought in by the experimental order on a permanent basis.

Who are exempted in using Dyne Road?

  • Residents / Businesses located within Dyne Road (between Willesden Lane and William Dromey Court, including William Dromey Court)
  • Vehicles of Blue Badge holders, resident within Dyne Road (between Willesden Lane and William Dromey Court, and William Dromey Court)
  • Emergency Blue Light services
  • Licensed Taxis (black cabs)
  • SEND / Taxicard transport services (school transport)
  • Council operational vehicles (undertaking statutory services)
  • Medical appointment transport
  • Dial-a-Ride
  • Royal Mail
  • Medical practitioner
  • Utility Providers

Will there be physical changes to the street?

The Kilburn Healthy Neighbourhood proposal includes physical restrictions on Plympton Road at the junction with Torbay Road, Torbay Road at the junction with Dyne Road and on Buckley Road, west of Streatley Road.

On Burton Road and Buckley Road, a one-way street will be in place with two way cycling coming to and from Kilburn High Road.

Have you considered one-way along Dyne Road – maybe at particular times?

The issue for a long straight road such as Dyne Road is the increased speed encouraged by one-way streets. Residents would also have additional changes to their access routes. Whilst on street parking appears inconvenient, this helps to slow passing vehicles and encourages drivers to be more vigilant.

Could there be a physical closure in Dyne Road?

There cannot be a physical closure in Dyne Road due to the need for emergency service vehicle access. Please see the information regarding emergency services below.

What difference will this make to the drug problems in the area?

The police leads on all criminal matters and investigation relating to drug related activities, so we encourage residents report to the Police as the leading authority with powers conferred on them to deal with all criminal matters and investigation while we work closely with policing colleagues to resolve such ASB and crime in the community to provide safety to the general public.

Will I still be able to drive to and from my house?

In this scheme, all residents will still be able to drive to and from their homes, but some residents may need to take a different route. Residents on Dyne Road will have full access to Dyne Road.

Will I be able to get deliveries and visitors?

Delivery vehicles and visitors can still access the area but the journey will be more indirect and take a few minutes longer.

Will this scheme tackle the motorbike nuisance in Dyne Road?

The key focus of the proposals on Dyne Road are to address concerns around cut-through motorbike traffic in the area. The camera traffic filter is proposed to be located at the east end of Dyne Road close to the junction with Kilburn High Road, because the majority of motorbike and moped trips in the area are to/from Kilburn High Road. By placing the filter close to Kilburn High Road, motorbike and moped users will be encouraged to travel via alternative routes, instead of cutting through Dyne Road.

The proposals also seek to enable and encourage walking and cycling in the area, while maintaining vehicular access along Dyne Road for emergency services and residents. As such it is not possible to physically prevent access along Dyne Road for motorbikes/mopeds. However, the camera based monitoring and enforcement of the scheme will apply to motorbikes and mopeds travelling through the area, as well as other vehicles using this as a cut-through. As with any new scheme, it may take some time for motorbike and moped users in the area to change their travel behaviour and routes in response to the new scheme. The levels of traffic along Dyne Road will be recorded as part of the monitoring of impacts of the scheme before and during implementation, to enable future tailoring of the scheme if the desired effects are not achieved.

How will this scheme affect parking for residents?

Residents will be able to continue parking in the area without further restrictions. Parking spaces will be slightly reduced to provide turning spaces in the following roads:

  • Dyne Road
  • Torbay Road
  • Plympton Road
  • Buckley Road

Will residents need to apply for any permits and how long will this take?

Residents on Dyne Road (between Willesden Lane and William Dromey Court, including William Dromey Court) will be required to apply for an Access Permit for Dyne Road, whether or not you have a permit for the Controlled Parking Zone “KD”.

Will this scheme have a negative impact on Willesden Lane, Cavendish Road or Kilburn High Road?

As with any new scheme it may take some time to see a change, as people change their behaviour. To understand if there are any impacts following the implementation of the proposed Kilburn Healthy Neighbourhood on Willesden Lane, Cavendish Road and Kilburn High Road, the traffic levels on these roads will be monitored before and during implementation of the scheme.

The most recent and comprehensive study of 46 similar schemes across 11 London Boroughs identified that the majority of boundary roads see no significant change in traffic, and that in 47% of locations there was a decrease in motor traffic in roads surrounding similar schemes, with 53% seeing an increase. Find out more.

How does this scheme link to the existing highways work going on along Kilburn High Road?

We are working with Camden Council on the Kilburn High Road Urban Realm Improvement scheme. The Kilburn Healthy Neighbourhood scheme has been designed to work with it.

How will this scheme impact on the Clarence Road School Street?

The Clarence Road School Street scheme will remain in place and is being made permanent. This scheme complements the Healthy Neighbourhood and does not affect access to the area.
