The Stonebridge and Harlesden Healthy Neighbourhood scheme aims to reduce rush hour traffic, promote sustainable journeys, and create safer, cleaner, and quieter streets for all residents.
Brent Council commissioned MP Smarter Travel (MPST) to work with the local community within the Healthy Neighbourhood area to understand community perspectives on the scheme and analyse data to understand the scheme's impact, to shape any potential design changes and deliver maximum benefits.
Following two phases of engagement with residents:
- Phase 1 in Spring 2025
- Phase 2 between August and September 2025
The scheme is now moving forward to formal consultation this summer 2026.
The options recommended for formal consultation consider:
- the initial reasons for the engagement work
- feedback received during the two phases of engagement
- traffic survey data.

In summary, the report recommends moving ahead with Option 1 in the Western Area and Option 2 in the Eastern Area, based on the engagement and traffic data gathered.
Ongoing engagement
As outlined in the report, any concerns raised will be addressed in both the consultation process and the proposed design taken to consultation, including the appropriate accommodation of businesses and the Church at the northern end of Nicoll Road.
We are aware of the importance of access for the church and the operational concerns raised by the congregation. We are looking to provide exemptions for St Margaret's & St George's United Reformed and Moravian Church, including for funeral corteges in response to concerns raised by the congregation. If the proposals are approved, we will publish clear guidance on how to apply for an exemption.
In addition to additional in-person events and on-street engagement during the consultation period, a letter drop will be made to all relevant addresses in the neighbourhood, ensuring residents can respond to the consultation.
