The Brent Community Multi-Agency Risk Assessment Conference (CMARAC) is a collaborative meeting where professionals share information and coordinate support for complex or high-risk cases of antisocial behaviour (ASB). It is designed to safeguard and support vulnerable victims of antisocial behaviour, including providing support and targeted interventions for prolific antisocial perpetrators in Brent.
The process aims to ensure the safety and protection of the individual by reviewing and coordinating a case management plan. Examples of vulnerable individuals who can be referred to the panel include those who are victims or perpetrators of antisocial behaviour, victims of hate crime, individuals at risk of home invasion (cuckooing) and exploitation, fire-related incidents, and those at risk of financial abuse or fraud.
Purpose of the Community MARAC
The Community MARAC is intended to enhance, not to replace, existing support services. The panel can support with many factors, including housing processes, reporting to the police, police investigations, referrals to the Safeguarding team and other agencies. Referrals to Community MARAC may be made as an addition to other referrals, but not a replacement.
Brent Community MARAC aims to:
- Safeguard individuals from crime, exploitation, and antisocial behaviour
- Prevent repeat victimisation
- Identify and manage perpetrators
- Improve agency accountability and staff support
- Enhance existing support services, not replace them
- Increase the safety of the victims and address the behaviour of perpetrators causing risk or harm through coordinated action plans to offer immediate support.
Referrals to Brent CMARAC can be made by:
- Local authority teams (e.g., antisocial behaviour, housing, safeguarding)
- Mental health services
- Police (e.g., dedicated ward officers, neighbourhood teams)
- Social services
- Registered social landlords and housing providers
- Charities and third-party support agencies
- Health services (e.g., NHS, GPs)
- Fire and ambulance services
Types of cases considered
Brent CMARAC considers cases involving:
- Victims or perpetrators of antisocial behaviour
- Individuals at risk of cuckooing, hoarding, hate crime, financial abuse, or exploitation
- Individuals facing complex homelessness or fire-related incidents
- Repeat victims or those involved in neighbour disputes
- Individuals experiencing mental health crises with anti-social behaviour overlap
- Vulnerable individuals with antisocial behaviour overlap
- Cases that may warrant an antisocial behaviour review
