Fly‑tipping fines up 500% as Brent’s enforcement drive pays off

New national figures show Brent is now one of the top councils in England for tackling fly-tipping.

Following a major crackdown, Brent has dramatically reduced fly-tipping while stepping up enforcement against offenders, with the latest data showing:

  • In 2024/25 Brent issued 3,655 fines for waste offences across all categories. The third highest number in England.
  • Brent increased fly-tipping investigations by 487% between 2022/23 and 2024/25 (from 2,705 to 15,884). The second highest number in England.
  • The number of fly-tipping incidents in Brent has fallen by more than half (53%) dropping from 34,830 to 16,338 between 2022/23 and 2024/25.
  • Fixed Penalty Notices (FPNs) for fly-tipping in Brent increased by 502.6% between 2022/23 and 2024/25 (from 152 to 916). The fifth highest number in England.

These figures reflect the council’s tougher, zero tolerance approach to environmental crime, backed by higher fines, more enforcement officers and a stronger focus on investigations and action against offenders.

This work is also being supported by new investment in AI enabled CCTV cameras, helping identify offenders, gather evidence and target enforcement in known fly-tipping hotspots.

“Fly-tipping is criminal. The selfish and antisocial individuals who choose to dump rubbish show total disrespect for their neighbours and cost taxpayer’s money.

“The good news is, our zero-tolerance approach is turning the tide on this anti-social behaviour - and we’re ramping it up even further. With more enforcement officers on the ground, higher fines, continued investment in AI CCTV cameras and a relentless focus on taking action, we are sending a clear message: if you dump waste in Brent, expect to be caught and expect the consequences.

“I also want to thank Brent residents for continuing to stand with us shoulder to shoulder in reporting criminality. We cannot be everywhere at once, but when residents report what they see, it helps us build evidence, target hotspots and take action. As a community our message is simple: Don’t Mess with Brent.”

The council will continue to target fly-tipping hotspots, pursue offenders and build on this progress with enforcement and prevention work across the borough, including through further use of technology and intelligence led enforcement.
