Warm Homes Local Grant

Brent Council is part of a London-wide consortium led by the Greater London Authority (GLA), working in partnership with 30 other local authorities to deliver the Warm Homes: Local Grant.

The scheme is not delivered by Brent Council directly.

All works are delivered under the consortium’s governance framework, with boroughs required to meet the grant terms set by the Department for Energy Security and Net Zero (DESNZ).

There is strong demand for this grant scheme, with a high volume of applications being submitted through the government portal. As a result, please note that wait times will be longer between your submission and the next stages, including eligibility confirmation and the installation of energy efficiency improvements.

About the scheme

The Warm Homes: Local Grant is a government initiative to improve energy efficiency and reduce fuel poverty in low-income households across England.

This scheme is part of the broader Warm Homes Plan, which seeks to upgrade 5 million homes within the next 5 years and support the transition to net zero emissions by 2050.

The scheme aims to achieve:

energy efficiency: upgrades may include insulation, solar panels, and air source heat pumps – tailored to individual homes to ensure the most appropriate measures are installed
cost savings: occupants on a low income will not contribute to the cost of upgrades
environmental impact: the scheme aims to reduce carbon emissions and support the transition to net zero emissions by 2050.

Eligibility criteria

To be eligible, your home must:

be in England
be privately owned (either by you or your landlord)
have an Energy Performance Certificate (EPC) of D to G (if you don't know your home's EPC, you can find out when you apply).

Your household savings must be less than £25,000. Your household income must usually be £36,000 a year or less. If you earn more than that, you may still be eligible if:

you live in a certain postcode area, or
someone in your household is getting certain benefits.

If you have a landlord, they may need to pay for some of the improvements.

Eligibility update – Savings Cap (£25,000)

There is a £25,000 savings limit for all eligibility routes under the Warm Homes: Local Grant run by the GLA. Pension savings are not included in this limit.

If you are eligible for Pension Credit or received means-tested benefits, you are exempt from this policy

Why has the portal closed?

A high volume of applications has already been received in London this year. To help manage the process and improve the application experience, a decision has been taken to temporarily close the portal to new applications.

When will it open again?

It is anticipated applications can be made again from spring 2026. Please revisit this website to submit your application.

I have already submitted an application but not heard from anyone – how can I find out what has happened to my application?

The application process is being managed by the Greater London Authority’s delivery partner, Sureserve. They have had difficulties contacting some applicants, despite their repeated attempts. Please call 020 3961 5210 or email SESUK.GLA@sureserve.co.uk to discuss your application.
